The new crime series “Public Morals” (8 and 10 p.m., TNT) is set inside the NYPD’s vice unit in the 1960s. Think “Mad Men” crime drama. It’s a stylized, very violent series that starts slow but builds. It’s worth checking out three or four episodes.
